Adam Lambert was "previously offered the part" (see from the article below)

Quotes from the article:

Following a lengthy casting process, Fox has found the star of its upcoming Rocky Horror Picture Show. Orange Is the New Black star Laverne Cox will take on the iconic role of Frank-N-Furter in the network's upcoming movie event Rocky Horror Picture Show remake, The Hollywood Reporter has learned.

The character was made famous by Tim Curry in the 1975 cult classic, which celebrated its 40th anniversary this year and continues to be screened at midnight in theaters across the country. The two-hour Fox special, due in fall 2016, will be directed, exec produced and choreographed by Kenny Ortega (High School Musical) and filmed in advance. Ortega, Gail Berman and Lou Adler, who produced the original film, are attached as exec producers. The new Rocky will be produced by Fox 21 Television studios and Berman's The Jackal Group. Adam Lambert and Lady Gaga previously were offered the part.

Adam offered his congratulations to Laverne Cox in a tweet:

I love Laverne Cox.

Personally I'm glad Adam was offered the role and turned it down. It's good he is being offered roles but I think this one at this stage of his career would put him in a box.

So thrilled they wanted Adam, that is big news. I think at this point he made the right decision even though I would have loved to have seen him, on the big screen. (The time will come)
Unknown, yes you are right and apart from Adam being busy making it with his own music, it would have type caste him. I think he is more than ready to step out of that box and has been for a while. Lets hope the next big offer is right for him.

I am glad Adam turned it down. It's not the direction his career should be taking and it serves to call attention to one aspect of his own life instead of focusing on what an amazing vocalist he is. He is just now finally being introduced as just Adam Lambert, instead of "the first openly gay" artist. I want the world to see him as the sum of his parts, and not just one part. Meanwhile, come on, U.S. radio, play his music!!!!!!!!!!!!!!!!!!!!!

I feel similarly to what has already been expressed. Still, I'm thrilled that Adam was offered the role, and even though I first felt a bit disappointed to not see him in a role that could have been tons of viewing pleasure for me, I am glad that he declined. He is too talented an artist to be put into a tiny box at this point of his career.

@jaycee14
Just to let you know, there is a "Reply" button but ONLY on the mobile site..

It shows up directly under the comment replied to on that version of the blog, but on the "Web" version, the reply posts at the bottom of the thread i.e. the way it was at the time of the comment.. And I agree, it would be awesome if that feature was available on the Web version also.. It would prevent some confusion and even misunderstandings from time to time..
